I have served on the Ken-Caryl Water District Board of Directors for 8 years, the last 2 as Chairman and am now, regrettably, term limited.  In those 8 years, we reduced operating costs by 25%, built up reserves to $10 million, and for the last three years have kept rates constant even while our input costs for water have risen substantially.  Our fiscal successes were recognized by the Special District Association of Colorado when they presented me with 2011's Outstanding Director of the Year Award.

My background as a private sector CFO and CEO brings fiscal discipline to Districts who are battling with reduced tax bases and customer resistance to higher rates.  In general, I am able to effect 10% cost reductions within 4 months, without having to terminate any staff, nor withdraw services.  The cost reductions come from proprietary management techniques which I have developed over the last 30 years, and are described in full in my book "Failure Is Not An Option".
