Is the re-use to be for irrigation, washing or maybe drinking water supply, or maybe all three?

How about, what level of purification allows greater uptake of nutrients and limits runoff.

Thanks for answering!

My purpose is to use the use of wastewater from a small town, rural type exclusively for irrigation.

If the water to be used is treated sewage, and if it is to be applied to a foliage crop that will subsequently be eaten by humans, you would want to ensure that the wastewater is disinfected.
If you intend to apply the water through an underground irrigation system, then disinfection may not be needed. However public perception, if not public health requirements, may require disinfection in any event.
You really should speak to your local public health officials.
