What would be the permissible limit for Fecal Coliform?
In drinking water it would be 0 but what about river or lake?

The U.S. EPA has some helpful information on this.  For our local public swimming beaches (Minnesota, USA) the limit is 200 colonies/100 ml for fecal coliform.  I hope this helps. David
