Oil on water increasing CODs?

We are currently processing/emptying water from our tank farms, which have a film of oil covering it. as time goes on the CODs are increasing (before water treatment).

Could this increase be coming from the oil? do contaminants slowly move from the oil to the water?

the water tested is clear so no obvious contaminants. with no oil film on top.

Many, if not all components, in oil can be oxidized under COD testing conditions. You may see in increase in COD as you approach the floating oil layer from the diffusion of some components from the oil layer into the water layer. Oil is not a single chemical compound, but a mixture of substances.. You might want to try an experiment with some of your product with distilled water in a separatory funnel and check the COD of the water layer for some idea of how much the components contribute to the COD in the water.
