Aeration tank inlet flow

Waste water enters into the aeration tank at the bottom through a 4" line. there is lot of solids settling inside the line and restricting the flow.
Will there be any effect if the flow enters from the top. We can then provide a open channel to overflow effluent from floatation into the aeration basin (at the north) to avoid flow restriction. We have the outlet overflowing into the degasser at the opposite end (at the south).

This sounds like it would work.

I think the bigger question is why are there a lot of solids leaving your DAF? I'd check the chemistry (jar test-bring a vendor in) as well as make sure everything is mechanically ok.

How frequently do you have your lines blown in and flushed clean and once they are clean how long before the solids are back?
We use our firewater system 1,000 gpm to flush ours out.

The solids are reducing the flow and depending on how your plant and motors are designed adding the additional head may reduce the flow equally.  Have you crunched the numbers to see?

My plant is configured with a TF between my DAF and ATs and can get sloughing entering my AT tanks along with sand grit etc... that blows in my lift station ahead of my ATs.
