wastewater treatment for mineral storage

i'm helping to design port mineral storage building. Is it necessary to construct a wastewater treatment plant for coal, coke, alumina and manganese storage? will the wastewater environmentally effect the sea?

Solid mineral storage.

I'm not sure if a wastewater treatment plant is necessary unless you have minerals entering a water stream. If I understand you correctly, a filter bag house may be in order to collect the particulate dust that may accumulate. Also, you can install a series of vent fans/blowers that blow into a manifold to a bag house as well.

If you have water coming into contact with the solids, moving air around the solids will dry them out.

Why do you think you would need a waste water treatment plant?

Typically coal ash is stored in bulk until it is disposed of in a landfill.  As mentioned by WasteH20Dave, the dust has specific mitigation measures that msut be employed to deal with that.  I don't know of any "specific" WWTP process that is designed for dealing with coal ash wastewater.  Coal ash is almost always dry.  If it does get wet then certianly you have runoff from that but that is dealt with more from a Stormwater perspective.  I would suggest you investigate some of the Stormwater OEM's processes to see if they have any offerings for this application.  

You might also check with the people at Stormwater.com they have a great deal of knowledge that may be of use to you.

If these minerals are stored in a building; how will water be in contact with the minerals? Previous posts and I am uncertain how the water will come into contact with the minerals and no, I am certain that any water in contact with these minerials will be regulated to some extent.

Certainly Once the building is complete then water shouldn't be an issue.  My comment was in the lead time up to completion of the building.  My failure to convey that it appears.

Though I also forgot to ask, Why a building per se.  A shed type structure would/should work provided proper over hang is designed in & proper drainage around the pad is provided for.

I suspect that the student whom posed the question is long-gone.  However, large port storage facilities for "minerals" typically deal with both waste water issues and air pollution from conveying and storage of the various materials.

Here is a brochure on the Port of Long Beach (California) bulk terminal, which shows some photos of a typical "coke barn" and the entire terminal, consisting of six barns, a sulfur pearling plant and storage silos, and ship loading equipment.  I have been consulting for the stevedoring company that operates this terminal since 1990.

If the "coke" is "petroleum coke," the material comes into the facility from local refineries in a very wet state in that water is used to dislodge the coke from the coking towers.  It continues to leech out water for a long period.  Water is often used throughout the facility for cleanup of conveying equipment, for dust suppression on loading vessels, for pavement sweeping, for wash-down of the delivery trucks, etc.  Rail cars are frequently unloaded in rotary equipment,  which creates lots of dust, which can be controlled with water spray nozzles.  This yields more waste water to be treated.  

The facility in the brochure has a treatment facility, partially designed by me, that includes a 1-million gallon surge tank, large Eimco Delta-Stack plate clarifier, solids drying beds, clear water holding tanks and delivery pumps, etc.  The clarified water is used throughout the facility for dust suppression, equipment cleaning, and road cleanup.
