Plant/Process Description:
Preliminary: Approximately 250,000 residents produce 23 MGD of raw wastewater that is routed threw gravity and forced mains in conjunction with four EWA run pumping stations. An influent junction structure directs wastewater flow into two of four available bar screens, each with a 30 MGD capacity. Three grit tanks along with three dewaterers are used for grit removal. Hydrogen peroxide is injected for odor and sulfide control.
Primary: Ten, 215,000 gallon sedimentation tanks work with Mother Nature to remove a portion of the wastewater solids.
Secondary: Encina has three 4.68 MG aeration basins, six 1.29 MG clarifiers, and two 1.29 MG secondary equalization basins as part of it’s conventional activated sludge system.
The operations department process control strategies used to operate the EWA facility are
based on a combination tried-and-true methodology, basic wastewater principles, operational experiences, and some old fashioned seat-of-the-pants reckoning. All samples required for NPDES compliance are collected and analyzed as required as well as daily process control laboratory determinations.
Dewatering: Three 2.0 MG anaerobic digesters, four Ashbrook belt filter presses and three DAF (dissolved air flotation) units are responsible for 95 tons of Class B biosolids hauled per day for land application.
Reclamation: The Encina Wastewater Authority keeps good with its goals of resource reclamation. Treated wastewater is chlorinated and used for compound landscape irrigation, engine cooling, odor reduction towers, facility process water and plant clean up.
Co-generation: Ninety-nine percent of the methane gas from the digesters is used as a fuel supply to the plant’s co-generation facility. Supplemented by natural gas, engine generators supply power for the plant and engine driven blowers supply process air. The co-generation system is also useful in supplying heating and cooling to the facility buildings.

From San Diego take Interstate 5 North approximately 20 miles to Palomar Airport Road. Go one block and turn Left towards the Pacific Ocean on Palomar Airport Road. Turn Left on Avenida Encinas. Plant is approxmately 1/2 mile on the left.
From Los Angeles take Interstate 5 South approximately 60 miles, exit Palomar Airport Road, follow direction above.
