Project Profile
Balseskin Reception Centre
Fay Environmental was contracted in 2001 to
Design Build and Operate the Wastewater
Treatment System for the Balseskin Reception
Centre in the Fingal Region of County Dublin.
The plant was designed to cater for the
population on-site of some 500 persons. As well
as this load the treatment system was to treat
discharges from centralized catering kitchens.
Fay was also contracted to provide the potable
water treatment system under the DBO
principle.
The Balseskin facility is a Department of
Justice facility provided to accommodate
refugees, asylum seeking to settle in Ireland.
It is operated by s private Canadian Firm East
Coast Catering.
The system is required to provide an effluent of
the following standard; BOD 5mg/l, SS 5mg/l
Phosphates 1mg/l, Nitrates 10mg/l and Faecal and
total Coliforms count of 0 per 100ml in the
discharged effluent.
Due the the nature of the facility served the
loading both hydraulic and biological will vary
considerably from time depending on the level of
occupancy within the center. It can
characteristically vary from a population of 100
to 500.
The plant is fully automated using Fay
Environmental Service in-house developed SCADA
package. This system allows annunciation of
alarms to operators via voicemail message and a
separate line allows a dial-in facility to
monitor the status of the system as well as
transfer historical data such as flows and
levels.
Both Fay and the Client separately employ the
services of independent laboratories to sample
and analyze the treated effluent each month to
verify compliance with the required standard.
Discharge is to a dry stream boarding the site.
The engineer for the project was Denis Williams
Consulting Engineers of Dundalk County Louth.
The project was completed ahead of schedule and
within budget.
