Background
The Town of Manning’s wastewater treatment facility consists of a continuous discharge 3-cell aerated lagoon system. Design loads and flows where based on a population of 1661, for a total flow of 1026 m3/day, and BOD5 loading of 226 kg/day.
Design Requirements
The upgrade of the Manning lagoons was required to meet typical Alberta Environment standards for an aerated lagoon. In summary, the system needed to have
complete mix cell (2 days RT)
partial mix cells (28 days RT split into 2 cells)
settling zone (5 days RT)
Aeration Upgrade
The aeration upgrade included installing new diffusers and a new header/lateral system to replace the existing coarse bubble system.

Membrane Diffuser
Diffusers
MixAir Technologies (MAT) TA-22 fine bubble membrane diffusers were used to provide oxygen to the wastewater. The diffusers are constructed with a continuous tubular micro-porous membrane wrapped in an open-spiral configuration. This unique design prevents bubbles from coalescing, and results in an exceptional oxygen transfer and mixing rates with minimal head loss.

Float/Sink Header
Float/Sink Header
Nelson Environmental Inc.’s patented float/sink header assembly was used in the complete mix cell, due to the high diffuser density requirement. The float/sink header module was assembled on shore as a complete unit and was simply dragged into the pond at full water depth. Opening the ballast control valve causes the assembly to sink to the bottom of the pond.
For future diffuser maintenance or inspection the entire assembly can be raised and lowered by manipulating the ballast control valve located on shore. Because the assembly ballast is an integral part of the header system, no concrete blocks or piping remain on the pond bottom when the system is in the emerged position.

Floating Lateral
Floating Laterals
The partial mix cells used HDPE floating laterals secured with a stainless steel cable support system. The diffusers are suspended with a marine grade rope directly under the lateral near the cell bottom, connected with a self-weighted feeder line. The rope is attached from the diffuser to the floating header for height adjustment and ease of diffuser retrieval.

Floating Baffle Curtain
Floating Baffle Curtain
A floating baffle curtain was installed to convert the first part of the aerated cell #1 into a complete mix cell. The baffle was constructed from an impermeable geomembrane material with a unicellular floatation log at the surface, and galvanized chain for bottom ballast. By using a floating baffle, there was no need for any additional earthworks, and the existing lagoon volume was maintained.

Installation
Ease of Installation
The floating laterals, the float/sink header and the floating baffle curtain were all installed without dewatering the existing lagoons. No operational changes or flow diversions were required to perform the system upgrade. All future maintenace can be performed from shore or from a boat.
