Chemical Release Violations; Proposes
$168,488 Fine
CHICAGO, Aug. 23 /PRNewswire/ -- U.S.
Environmental Protection Agency Region 5 filed an administrative
complaint against Illinois-American Water Company in Peoria, Ill.,
for violation of federal laws on the reporting of a hazardous
chemical release. EPA proposed a $168,488 fine.
EPA alleges that on July 12, 1998, at
11:20 a.m., the facility at 6414 N. Galena failed to promptly report
a 350-pound release of chlorine when a pipe developed a leak and
chlorine vapors escaped from the building. One firefighter was taken
to a hospital and released.
Federal laws require facilities to
immediately notify the National Response Center, as well as the
state emergency response commission and the local emergency planning
committee, about any chlorine release larger than 10 pounds. A
written follow-up report to the state and local authorities is
required as soon as practicable after the release.
The incident was reported to the
state emergency response commission July 13, 1998, at 8:45 a.m.,
more than 20 hours after the release. The facility notified the
National Response Center on Aug. 4, 1998. In addition, a written
follow-up report wasn't filed with the state until Aug. 6, 1998, and
the local authority was never notified.
"Releases of hazardous materials
can pose a serious threat to public health and the
environment," said regional Superfund Director William Muno.
"Notifications of releases must happen in a timely manner so
emergency responders know what they are confronting when they arrive
at the scene of an incident."
Under federal emergency response
laws, facilities cited may request a meeting with EPA within 30 days
to discuss or contest a proposed penalty.
About Chlorine
Chlorine is a compressed gas that may
be fatal if inhaled for long periods of time. It causes burns to the
eyes, nose and mouth, and may react explosively with common
substances such as ammonia, turpentine and hydrogen.

Wastewater Facility Reduces Energy Costs
Retrofit of energy-efficient motors
expected to cut facility's energy usage by 5 percent.
ST. LOUIS, Aug. 27 /PRNewswire/ --
With rolling blackouts and increased energy costs a fact of life in
California in recent months, interest has grown in using more
efficient electric motors to combat what officials are calling the
state's most serious energy shortages since the 1970s.
One
California wastewater treatment agency has turned to Emerson
technology and engineering to help significantly cut energy costs at
one of its plants. Through a grant from the California Energy
Commission, the Inland Empire Utilities Agency (IEUA) purchased
Emerson-made electric motors for its plant in Ontario, Calif. Agency
officials expect the new motors to cut the facility's energy costs
by an estimated $27,000 per year.
The plant serves about 700,000 people
within a 242-square-mile radius, which includes the cities of
Fontana, Rancho Cucamonga, Ontario and Upland. The plant pumps an
estimated 6,000 gallons per minute.
"We were looking for a way to
make an immediate reduction on the plant's energy costs this
summer," said Gary Bankston, IEUA's Manager of Energy and
Maintenance. "The state of California urged us, through the
grant opportunity, to pursue methods of reducing our energy costs.
The obvious choice was replacing our existing, less efficient motors
with motors from Emerson that meet the new NEMA Premium(TM)
standards. We estimated that we could increase our efficiency by 5
percent a year, just by making an initial investment of about
$80,000."
-- The facility uses vertical turbine
and horizontal centrifugal pumps. The pumps went online July 16
retrofitted with premium efficient 60- and 75-horsepower electric
motors from Emerson.
IEUA officials were obligated under
the grant to obtain bids for the project. Emerson Motors was
selected due to its competitive bid, motor performance and ability
to deliver the motors within the required five-week time frame, said
Dick Schul, Emerson Motors Group Vice President.
"Because of California's current
energy problems, this retrofit project was put on the fast track.
IEUA needed delivery in five weeks, which is about half our normal
delivery time," Schul said. "We were able to build the
motors in four and a half weeks and have them delivered to their
door within two days."

Equistar Awards USFilter Outsourcing
Agreement
August 27, 2001 – Houston-based
Equistar, one of the world’s largest chemical producers, has
awarded USFilter a multi-million dollar, long-term contract to
operate and maintain its water and wastewater systems and oversee
the design, build and implementation of numerous capital
improvements at its Clinton, Iowa, facility. The agreement is
expected to provide Equistar with substantial savings in operating
costs through more efficient processes and operations.
Equistar
produces more than one billion pounds of ethylene and 500 million
pounds of high and low-density polyethylene at its Clinton facility.
Water and wastewater utilities at the facility include wells, fire
water systems, cold lime softener, cooling water, boiler feedwater
makeup system, wastewater treatment and a polishing pond.
“We’re continually looking for
ways to reduce our operating costs,” said Phil Weckwerth, Equistar’s
project manager, “and this agreement with USFilter will give us a
way to accomplish that while providing our plant with a reliable
source of high-quality water. It also allows us to focus our
operations, maintenance, and technical resources on Equistar’s
core business of manufacturing high-quality polymer resins.”
The Equistar contract is the latest
in a string of USFilter successes that includes the recently
announced outsourcing partnership with another chemical
manufacturer, Westlake Chemical Corporation. These wins exemplify
USFilter’s position as the premiere water outsourcing solutions
partner in the business and industrial market, a segment where
USFilter is recognized as the market leader according to the March
2001 annual outsourcing survey conducted by Public Works Financing.
“Our message to manufacturers is
simple. Water is our core competency, and chemicals or computers or
cars is yours,” said Ron P. Davis, executive vice president and
general manager, USFilter Operating Services. “The cost savings
and consistent, guaranteed services that we provide to all our
clients clearly demonstrate the value of such partnerships like the
Equistar partnership.”
The Equistar agreement includes more
than $7 million in USFilter system installations including
dewatering, chemical feed, control, softening, and reverse-osmosis
boiler feedwater treatment. In addition, USFilter will design and
construct a new 1.72-MGD capacity wastewater treatment plant using
USFilter’s DAVCO equipment. Complete terms of the agreement were
not disclosed.

Mr. Wiita needs to know more
about water properties:
Aerofin Corporation manufactures
extended surface heating and cooling coils. We have an upcoming
installation in which the coils will be sprayed with water for
humidification.
The spray water is R/O water,
equipment provided by US Filter. Coil surface which will be sprayed
is copper, tin coated (non functional frame is 304 stainless steel).
End user has asked us to specify a pH range for the spray water to
minimize potential for corrosion, and, an electrical conductivity
for the spray water, to minimize scale build up.
We have been able to give basic
guidance for pH but are stumped by the conductivity, apparently this
translates to a measure of dissolved solids but is new to us as a
manufacturer of heat and mass transfer equipment. Can anyone shed
some light on this??
