PA Offers Grants To Reduce Nutrients From WWTP's

HARRISBURG, Pa., Aug. 8 /PRNewswire/ -- On behalf of Gov. Mark Schweiker, Department of Environmental Protection (DEP) Secretary David E. Hess today announced that DEP is accepting applications for New and Innovative Wastewater Technology Growing Greener Grants as part of its ongoing efforts to help clean up the Chesapeake Bay.

"Pennsylvania is taking another step in implementing the Chesapeake 2000 Bay Agreement by using this year's grants to reduce nutrient discharges from publicly owned treatment plants," Secretary Hess said. "These grants will promote the use of innovative ideas and pollution-prevention techniques to address the restoration of Pennsylvania surface waters and the Chesapeake Bay."

DEP will provide $3.3 million in Growing Greener funds to improve existing sewage treatment facilities through the use of new or innovative technology. "These funds will be used to provide grants to municipalities and sewer authorities in the Chesapeake Bay watershed," Secretary Hess said. "The grants will help reduce the local cost for the nutrient-reduction portions of their projects."

The municipalities who apply will be eligible for up to 80 percent of the local design and construction costs of the Nutrient Reduction Technology (NRT) portion of any project. Planning costs for upgrades will not be eligible, but are eligible for reimbursement under the Sewage Facilities Act Planning program (Act 537).

Eligible proposals will address substantial nutrient-pollution sources from sewage treatment systems that discharge into the Chesapeake Bay Watershed and fit into one of the following categories: construction, replacement and/or installation of sewage-treatment facilities. The deadline for submitting new and innovative technology grant applications to the DEP Grants Center is Sept. 6.

In addition to the Growing Greener program, Pennsylvania has more than $280 million available through the Pennsylvania Infrastructure Investment Authority (PENNVEST) for loans and grants to fund water, sewer and stormwater infrastructure upgrades. Funding for the Growing Greener program was doubled and extended through 2012 in the state budget recently signed into law by Gov. Schweiker. DEP's portion of Growing Greener funding was increased to $547.7 million from $241.5 million in the original program.

Synagro's First Heat Drying Facility On the West Coast

HOUSTON--(BUSINESS WIRE)--Aug. 5, 2002--Synagro Technologies Inc. (Nasdaq:SYGR), a full service provider of water and wastewater residuals management services, announced today that the Sacramento Regional County Sanitation District ("District") has signed a 20-year contract with Synagro to design, finance, build and operate ("DBOO") a biosolids, dewatering and heat drying/pelletization facility. The facility will process biosolids generated by the District as part of the District's diversified management plan. Synagro expects to generate revenues between $102 and $114 million over the life of the contract.

Click hereThe public/private partnership created by this contract provides the District and its residents a 20-year recycling solution for their biosolids management needs. Synagro is teamed with Andritz-Ruthner Inc., Black & Veatch Corporation and The Whiting-Turner Contracting Company for the design and construction of the facility at the District's Wastewater Treatment Plant located in Elk Grove, Calif. The facility will employ the state-of-the-art Andritz DDS drying system. Andritz-Ruthner is the industry leader in heat drying/pelletization technology, with over 55 facilities worldwide. Facility design and local planning expertise will be provided by Black & Veatch, and Whiting-Turner will construct the facility.

The facility is expected to be operational in mid-2004 and will process between 7,300 and 10,600 dry tons of biosolids annually. The facility will convert biosolids into a commercial grade, Class A organic fertilizer product that will be marketed by Synagro. At the present time, Synagro markets over 150,000 tons of Class A pelletized biosolids annually worldwide.

Wendell Kido, SRCSD District Manager, explained the benefits of the public-private partnership. "Partnering with Synagro allows the Sanitation District to continue with its environmental commitment to recycling and be involved in the production of the first Class A pelletized biosolids fertilizer on the West Coast, while Synagro concentrates its expertise on producing and developing the market for this relatively new product in the region."

Synagro's Chief Executive Officer, Ross M. Patten, stated, "We are very excited to be part of the District's biosolids management program. This project incorporates the most environmentally and technically advanced processing technology available. We look forward to starting the design, engineering and permitting of the facility this month and becoming a long-term contributing member of the local community. I want to commend Mr. Kido and his professional staff for their leadership position in implementing this benchmark project for California."

Mr. Murillo wants to recover palm oil from wastewater:

Palm oil mills experience big oil losses on the effluent stream (about 1% oil to waste).  There is also a considerable amount of solids going out.  What type of separation equipment would be adequate to achieve maximum oil recovery?

Are there any emulsion breakers that would allow plants to process recovered oil as edible oil? Typical flows would be around 100 gpm.

Mr. Landis needs a testing laboratory:

We are looking for an accredited laboratory to measure mutagen MX or X concentrations in aqueous systems.  Our efforts to date have not identified labs that could confirm this type of work.
