OMI-Thames Water and Stockton Sign
20-Year Contract
STOCKTON, Calif., Feb. 20
/PRNewswire/ -- The Stockton City Council last night approved a
20-year, $600 million contract with OMI-Thames Water for operation
and maintenance of the City's water, wastewater and stormwater
utilities. Under the agreement OMI-Thames Water will serve 250,000
Stockton residents and make major physical plant improvements to the
City's wastewater facilities. The project is one of the largest and
most comprehensive of its kind in the United States.
"We
commend the Mayor and City Council of Stockton for their foresight
and thoroughness in addressing their communities' long term water
and wastewater needs," said OMI-Thames Water Project Sponsor
Gary Miller.
"This partnership will safeguard
the future of Stockton's water, save the City and its ratepayers
money, and lead to improvements in environmental compliance.
"This is an important project for OMI-Thames Water as well. We
are confident that this type of comprehensive partnership to provide
service and facility improvement will bring lasting benefits to the
residents of Stockton and be emulated by municipalities around the
country."
The partnership with OMI-Thames Water
will result in savings of $175 million over the life of the
contract, and dramatically reduce rate increases that City residents
would otherwise incur. The City of Stockton will retain ownership of
the utility system, and the City Council will continue to set rates.

citizens of Stockton always has been to provide the best possible
service at the lowest possible cost. This public-private partnership
fully achieves that goal," said Stockton Mayor Gary Podesto.
"The contract with OMI-Thames Water is a result of deliberate
and thorough process. The City Council's decision was made in a
thoughtful manner with the interests of our citizens at heart. It is
a huge win for Stockton."
Under the terms of the contract,
current utility system employees are guaranteed employment with
OMI-Thames Water. The contract also includes a design-build
component to upgrade the City's wastewater treatment plant to comply
with new regulatory requirements. OMI-Thames Water will create a
wetlands treatment system that provides wildlife habitat, meets
environmental and regulatory compliance requirements, and creates
opportunities for community involvement.

and building a long and strong partnership in the decades to
come," added Miller.

Tetra Tech Announces
Intent to Purchase Foster Wheeler
PASADENA,
Calif.--(BUSINESS WIRE)--Feb. 18, 2003--Tetra Tech, Inc. and Foster
Wheeler Ltd. announced today that they have entered into a definitive
agreement to sell substantially all of the assets of Foster Wheeler
Environmental Corporation to Tetra Tech. is a wholly owned subsidiary
of Foster Wheeler USA, and employs approximately 1600 people. Foster
Wheeler had 2002 gross revenue of approximately $300 million, and net
revenue of approximately $160 million. The sale price is $80 million
in cash, subject to net asset value and other adjustments.
Foster Wheeler specializes
in providing environmental management services to the Federal
government, which accounted for over 80% of its revenue last year. In
addition, Foster Wheeler provides hazardous and nuclear waste
management, port and harbor design, and other engineering and
technical services to solve complex problems for its government and
commercial clients.
Foster Wheeler's CEO,
Raymond J. Milchovich, said, "Foster Wheeler Environmental is a
sound operating company. It is being acquired by a strategic buyer,
which has the ability to capture synergies and allow Foster Wheeler to
achieve its full potential. The transaction provides Foster Wheeler
with additional liquidity, operating flexibility and represents
another step in the financial restructuring of our very strong
worldwide Engineering and Construction and Power businesses."
Tetra Tech's CEO, Li-San
Hwang, added, "Strategically, this acquisition will strengthen
our relationship with the federal government, which has been and is
expected to be our strongest customer base. The acquisition will
enhance Tetra Tech's position with the Department of Defense and
provide a firm foothold in the Department of Energy market. Foster
Wheeler's seasoned management team and project management capability
will further strengthen Tetra Tech's market presence."
The transaction is subject
to various closing conditions, and is expected to close by the end of
March 2003.

Treatment
of Village's Well Supply
USFilter Provides One-Two Punch For
Byesville, OH
Towson, Maryland, Feb. 19, 2003 —
USFilter will provide three General Filter Multwash Aeralater
packaged iron and manganese removal units to the Village of
Byesville, Ohio. The units will serve as pre-treatment to Memcor CMF
microfiltration equipment with chlorine resistant PVDF
(Polyvinylidene Fluoride) membranes, purchased on an earlier
contract. The treatment equipment, valued at nearly $2 million, will
be used to treat the village's well supply which the Ohio
Environmental Protection Agency classified as ground water under the
influence of surface water.
Aeralater
units are packaged aeration-detention-filtration systems to remove
iron and manganese, which measure a combined 4.3 parts per million
(ppm) at Byesville. The three units will process a total plant flow
of 2,430 gallons per minute (gpm).
The microfiltration system includes
primary treatment with backwash waste recovery. Effluent from the
Aeralater units is pumped through the primary membrane system to
provide pathogen removal. The backwash recovery system minimizes
lost water in the plant and concentrates the backwash waste.
While both technologies boast several
hundred installations, Byesville will be the first installation
incorporating them in one treatment system. The plant designed by
W.E. Quicksall & Associates, Inc. of New Philadelphia, Ohio
incorporates a control system provided by USFilter to monitor and
control all operating aspects of the plant.

WEF's Washington Briefing 2003, April
8-9
(Alexandria, Va.) The Water
Environment Federation's (WEF) Washington Briefing 2003,
"Continued Progress and New Perspectives," will be held
April 8-9, 2003, 9:00 a.m.- 4:30 p.m., at the Hotel Washington, 515
15th Street, Washington, D.C.
The
Briefing begins with a one-day seminar designed to provide attendees
with the latest information from the U.S. Environmental Protection
Agency and Capitol Hill regarding water quality issues. The WEF
Government Affairs Committee meeting follows on the morning of April
9 with WEF member visits to Capitol Hill in the afternoon.
The program will open with a welcome
from WEF President, Robert McMillon, followed by presentations
focused on Capitol Hill and the new perspectives shaping legislative
priorities. Representative Don Young (R-AK), Chairman of the House
Transportation and Infrastructure Committee, and Senator Harry Reid
(D-NV), Senate Democratic Whip and member of the Senate Environment
and Public Works Committee, are the morning speakers. A panel
discussing the priorities of the 108th Congress will follow. The
luncheon speaker, Senator George Voinovich (R-OH), will discuss
wastewater funding issues and new legislation.
The second panel will shift the focus
of the briefing to achieving water quality improvements on the
ground. Identifying, minimizing, and controlling nonpoint source
pollution is critical to continuing progress towards our nation's
clean water goals. A panel including both regulators and members of
the regulated community will discuss new opportunities and ongoing
initiatives that address nonpoint source pollution from agricultural
sources.
Following the luncheon address, Tracy
Mehan, U.S. EPA Assistant Administrator for Water, will kick-off an
afternoon of discussion with EPA Office of Water Directors on
regulatory initiatives and challenges including the total maximum
daily load program, progress on national regulations for sanitary
sewer overflows, permitting under the stormwater phase II program
and the new animal feeding operations rule, water quality standards,
enforcement priorities, and more.
In conjunction with the Washington
Briefing, the American Academy of Environmental Engineers (AAEE) is
hosting the Excellence in Environmental Engineering Awards Luncheon
at noon on April 9 at the National Press Club in Washington, DC.

I am trying to find some design
information for a forced draft aeration system. The system is
to be designed to remove CO2, Fe and Mn.
Can someone point me towards a source
for sizing/design of a unit for this type of application based on
water quality parameters and aerator fill characteristics?

Having problems with high ammonia
levels- located at a chemical plant producing urea/formaldehyde
resins and phenolic resins, all of a sudden my ammonia efficiency
has dropped to about 65%-- the norm is about 90-95%- as far as I can
tell the characteristics of influent have not changed, my MLSS are
about 7550mg/L D.O. is 1.0 temp is 25C.
I treat about 150,000 GPD. My MCRT is
about 45 days. been wasting only 5,000 GPD to keep around the 7550
solids. The system enters the aeration basin 425,000 gals, falls to
an anaerobic zone 284,000 gals, then back thru aeration 140,000 gals
before the clarifier. Should I try to get solids higher,
reduce/increase MCRT?
