Residuals and Biosolids Management Conference

(Alexandria, VA) - The Water Environment Federation (WEF), the American Water Works Association (AWWA), and the Chesapeake Water Environment Association will present the Joint Residuals and Biosolids Management Conference, February 19-22, 2003 at the Baltimore Marriott Waterfront Hotel in Baltimore, Maryland.

Click hereChaired by Lori Stone (CH2M HILL) and Daniel Guillory (Metropolitan Water District of Southern California), the 4-day conference themed, "Partnering for a Safe, Sustainable Environment", will begin on Wednesday, February 19, the tenth anniversary of the adoption of the U.S. Environmental Protection Agency's Part 503 rule governing the use and disposal of biosolids.

According to Stone, "the opportunity for water quality professionals around the world to meet, share experiences, network, and learn -- in a great location that offers many state-of-the-art facilities -- is unprecedented. It's great to be able to spend time with people who truly want to make a difference, who have met and overcome the same everyday obstacles, who strive for similar goals and who can be there with a quick phone call or e-mail for advice and assistance after the conference is over."

Participants will be encouraged to design their own learning experience by choosing from 25 extensive technical sessions, 4 conference workshops, and 5 technical tours. The educational presentations will focus on critical and noteworthy topics, including: co-management of residuals and biosolids, land application, odor control, and emerging uses of water treatment plant residuals for phosphorous control, among others.

$140M Project

BV Breaks New Ground in Utility Financing in the Middle East

Kansas City, Mo. -- Black & Veatch, a world leader in water and wastewater engineering, and Thames Water Aqua International, part of RWE, Europe's largest multi-utility, have combined their PFI expertise to structure the first integrated wastewater scheme in the Gulf Emirate of Ajman to be implemented on a build-operate-transfer (BOT) basis.

It is the first private finance deal to take responsibility for the retail risk - the collection of the tariff from property owners and occupiers - in delivering wastewater services and the first utility project in the Middle East to charge a full cost recovery based tariff for delivery of wastewater management services. The total revenues of the BOT contract, over its 27.5-year concession term, are estimated to be in excess of US$450 million.

The ground-breaking project will see US$140 million worth of new physical infrastructure built in Ajman in the UAE within the first four years. It will provide the country's first state-of-the-art sewerage system for 350,000 people, connecting more than 45,000 properties to modern sanitation facilities for the first time. The project will also use the latest energy-efficient technology to treat the collected wastewater to a quality suitable for reuse in irrigation, thus delivering a valuable resource to this desert landscape.

Black & Veatch and the regional engineering firm, KEO International Consultants, were founder developers of the scheme. Black & Veatch and Thames Water Aqua International, each holding a 50 percent share, established in April 2002 a new utility company, Ajman Sewerage (Private) Company Limited. The company was formally established within the framework of the country's first Sewer Law, enacted on 1 May last year by His Highness the Ruler of Ajman, Sheikh Humaid bin Rashid Al Nuami, a member of the Supreme Council of Rulers of the United Arab Emirates.

The total project cost includes some US$38 million to be covered by equity, US$77.5 million by a loan package arranged as a club deal, and the balance by payments of connection fees. The loan package itself breaks new ground as the proposed tenor of 14 years stretches the current market norm in utility financing in this region.

"This is a classic case of innovation creating value by stretching the envelope to deliver a pathfinder transaction that will be important not just for Ajman but for the region as a whole," said Doug Smith, president of Black & Veatch Europe Division. "We have shown that innovation in technology, risk mitigation and financial structuring can be brought together to deliver true value to the people of Ajman."

About Black & Veatch Black & Veatch is a leading global engineering, construction and consulting company specializing in infrastructure development in the fields of energy, water and information.

Mr. Webber wants help fine coke removal:

We have a delayed coker plant.  The circulated water in this plant has a solid concentration of 0.5 wt%.  The density of the coke is about 1.05.  The particle size of the fine coke is about 70~250 micron.

There is a thin layer of oil which attached with very small fine coke floating on the water surface.

The design of original sedimentation tank is no good. There are large amount of fine coke overflow from the sedimentation tank. This mean separation of water and coke is very bad.  Some vendor suggest us to use DAF to solve the problem.  Is there anyone has better idea?

Mr. O'Hara needs help an elevated storage tank:

Could someone direct me to recommended procedures for "shocking" (if necessary) a 75,000 gal elevated storage tower. The tower has been off line for a while and needs to be placed back on an existing pressurized system.

Would draining completely and filling with chlorinated available system water suffice or is another approach recommended? We have access to the base of the tower through a fire hydrant.
