Partnership to Provide Online Permit Processing

California Water Association Misses the Boat on MTBE
------------------------------------------------------------
ARLINGTON, Va., July 17 /PRNewswire/ -- The following statement
was issued by the Oxygenated Fuels Association:
The Association of California Water Agencies' (ACWA) misleading
and inaccurate charge that MTBE, the key ingredient of cleaner
burning reformulated gasoline, represents an overwhelming threat
to California's drinking water only serves to further cloud the
truth in the MTBE debate and does a disservice to Californians,
according to the Oxygenated Fuels Association. A closer look at
the same state monitoring data used by ACWA reveals the claims
the agency made in its July 12, 2000 press release to be far off
the mark.
MTBE has been detected in less than 1% of California water
systems that have been tested, a far cry from what ACWA has
described as a crisis situation. Furthermore, detections of MTBE
above the state's Maximum Contaminant Level (MCL) occurred in only
0.2% of those systems tested.
MTBE has been hailed as the workhorse of California's cleaner
burning gasoline program and its use has contributed to a
demonstrated reduction in air pollution in the state's smoggiest
cities. For example, the city of Los Angeles is enjoying its
best air quality in more than fifty years due to the use of MTBE
in gasoline.
Yet, ACWA calls for the immediate elimination of MTBE on the
grounds that it poses a significant threat to groundwater.
"Nothing could be further from the truth," says Thomas
Adams,
Executive Director of the Oxygenated Fuels Association.
"Detections of MTBE and other constituents of gasoline being
found in groundwater actually are declining. California should
serve as a model for other states for its great job to date of
bringing leaking, substandard gasoline storage tanks -- the
primary avenue for gasoline to contaminate groundwater -- into
compliance with the new more stringent rules and regulations
governing their use," added Adams.
"It is important to realize that, unless you fix the
underground
gasoline storage tanks and leaky fuel pipelines, and unless you
vigilantly monitor and clean up gasoline spills, gasoline, with
or without MTBE will contaminate groundwater. In Lake Tahoe they
replaced MTBE with ethanol and did nothing about leaking gasoline
storage tanks. It should surprise no one that within sixty days
of the switch, it was ethanol and not MTBE that was being detected
in groundwater," commented Adams.
As California continues to move toward full compliance with
underground gasoline storage tank regulations, gasoline's threat
to groundwater will continue to diminish. At the same time, the
use of MTBE in cleaner burning gasoline will continue to provide
air quality benefits to millions of Californians. Clean air and
clean water are not mutually exclusive -- Californian's want, and
deserve, both.
The Oxygenated Fuels Association is an international trade
association incorporated in 1983 to advance knowledge about the
use of oxygenated fuel additives which improve the combustion
performance of motor vehicle fuels, thereby significantly
reducing automobile emissions and air pollution.

waste water treatment plant coupling proprietary physical
chemistry with microfiltration. The plant has been installed
at one of the factories of the SWATCH Group in Switzerland
and treats waste water coming from the surface treatment and
vibro-polishing activities. It is equipped with a automatic
back flush system using the filtrate, the membrane surface
is 12 m2.
