W. PA Partnership Receives Grant to Assist Bulgaria Water & Wastewater System

PITTSBURGH, July 20 /PRNewswire/ -- When a tiny Bulgarian town was faced with deteriorating drinking water and sewage systems, it found the help it needed right here in western Pennsylvania.

A Black Sea coastal town, Kavarna was suffering from a leaky water distribution system and an inadequate wastewater collection system that was causing severe pollution problems. Community leaders needed help to solve their current problems as well as work on long-term plans and goals. That's when three local agencies, Pennsylvania-American Water Company (PAWC), the Allegheny County Sanitary Authority (ALCOSAN) and Duquesne University, were brought on board by the ECOLINKS program. An initiative of the US Agency for International Development, ECOLINKS seeks practical, market-based solutions to industrial and urban environmental problems in Central and Eastern Europe and the former Soviet Union. The program promotes partnerships by linking businesses, local governments, and associations from those regions with U.S. businesses and other organizations.

In order to help resolve Kavarna's long-standing environmental challenges, ECOLINKS provided a $50,000 grant for the team to develop and implement solutions.

According to Bob Croker, manager of western operations for PAWC, issue number one is Kavarna's excessively leaky water distribution system. "By developing a program for the detection and repair of water main leaks, the municipality will be able to avoid depletion of its precious groundwater supplies, save on system operating costs and then replace aging water mains with the savings," Croker said.

Mark Hannum, ALCOSAN's director of operations and maintenance is handling sewage related environmental problems that are affecting the Black Sea. Hannum says a significant portion of Kavarna is not served by the existing wastewater system so ALCOSAN will be helping them with plans to extend the system and optimize the operation of the local wastewater treatment plant.

Hannum says his trip to Kavarna allowed him to feel a greater appreciation for the advantages Americans often take for granted.

"Half a century of communist control has exacted a terrible price on a beautiful country," said Hannum. "Due to the condition of the Bulgarian economy, environmental controls come at a much higher personal cost to the Bulgarian people, but in spite of the burden they exhibit grit and determination to bring their country up to western standards."

One of the key elements of ECOLINKS is that when troubled countries work with their U.S. (or regional) partners, they are able to better identify and remedy environmental problems by learning how to adopt best environmental practices and technologies. As these partnerships mature, trade and investment in environmental goods and services will increase.

"On a longer term basis, we will be providing Kavarna with a blueprint for the viable operation of both the water and wastewater systems," said Stan Kabala, Associate Professor at Duquesne University's Center for Environmental Research and Education. "The plan will provide for a safe and reliable water supply, environmentally sound wastewater collection and treatment and, very importantly, will allow for growth of tourism and the economy of the Kavarna region," Kabala said.

The American team is now awaiting arrival of three of the Bulgarian partners, including the Mayor of Kavarna, who will be traveling to western Pennsylvania to tour PAWC's water treatment plants and ALCOSAN's wastewater plant, among other sites. There, the Kavarna group will gain firsthand knowledge of best practices in water supply and wastewater treatment operation and management plus hear of the solutions the American team plans to implement when they return to Bulgaria in September. Completion of the project is expected by April 2002.

SSI Receives Order for Full-Scale Production Demonstration Unit From USFilter

VANCOUVER, British Columbia--(BUSINESS WIRE)--July 19, 2001-- Service Systems International, Ltd. (OTCBB:SVSY) announces the supply of a new full-scale Production Demonstration Unit (PDU) of its patented Ultra Guard(R) UV wastewater disinfection system to USFilter's Wallace and Tiernan Products, the Company's Strategic Alliance partner in North, South and Central America and the Caribbean.

Service Systems will supply a full-scale testing demonstration unit for exclusive use by USFilter's Wallace and Tiernan Products at locations in North America. This unit will be manufactured at Service Systems' facilities near Vancouver, Canada. The PDU will include the latest Ultra Guard(R) technology including the patented Single Lamp Reactor (SLR), fully automated computer operation and quartz sleeve cleaning features. USFilter's Wallace and Tiernan Products has dedicated the support equipment and staffing resources to operate the unit at wastewater treatment facility demonstration sites.

The full-scale PDU offers significant advantages in marketing the Ultra Guard(R) UV disinfection system. By locating the unit on-site at a potential customer's facility, the testing can provide accurate assessment of the disinfection capabilities and demonstrate the significant operational cost saving in a potential client's actual conditions. Potential customers can better identify specific problems that may be particular to their wastewater flow. This real world testing results in better project capital cost estimates, more accurate need assessments leading ultimately to greater client satisfaction.

Prior to the Strategic Alliance, the use of existing PDU systems as a testing mechanism by Service Systems has resulted directly in contracts or opportunities for future business with the customer participating in the trial.

Drought Proof Water Supply

 
Funding for the Groundwater Replenishment System to go to Conference Committee

FOUNTAIN VALLEY, Calif. - The United States House of Representatives Energy and Water Appropriations Subcommittee recently approved funding for Orange County's Groundwater Replenishment (GWR) System project. Project funding was approved for $3 million - a markup from the $1.8 million originally included in the President's budget. However, the Senate last week approved $1.8 million for the project, which now means the funding will be discussed in the Conference Committee.

"Hopefully the results of the Conference Committee will concur with the markup made by the House Subcommittee," said Irv Pickler, President of the Joint Cooperative Committee for the Groundwater Replenishment System. "This is an important project for Southern California and additional federal funding will help the Groundwater Replenishment System better drought-proof the area in the future."

In the past, the GWR System project has been appropriated $37 million from the California State Water Bond and has received over $700,000 from the California Energy Commission, $500,000 from the EPA and $3.5 million from the Bureau of Reclamation.

Full design and preliminary construction have been approved for Phase I of the GWR System at an expected cost of $352 million at its completion in 2005. Phase I includes construction of a pipeline along the Santa Ana River, a water purification plant and expansion of a seawater intrusion barrier. Initial implementation of the water purification plant will provide 70,000 acre-feet* per year of a new, drought-proof water supply for Orange County.  The GWR System will be located on the joint water campus of the Orange County Water District and the Orange County Sanitation District in Fountain Valley, Calif.

The GWR System is a joint project of the Orange County Water District and Orange County Sanitation District. It will provide Orange County with a new source of purified water. The GWR System will take highly treated sewage from the Orange County Sanitation District, currently sent to the ocean, and purify it to near-distilled water quality through 100 percent microfiltration, reverse osmosis and ultraviolet disinfection technologies. The water will then be injected into an underground seawater intrusion barrier and also percolated into the county's groundwater basin by the Orange County Water District. Because the GWR System requires only half the electric power of importing water from Northern California, the GWR System not only improves the quality of our local water supply, but also saves electric energy.

PCI-Wedeco to Supply the World's Largest Ozone System

WEST CALDWELL, NEW JERSEY, JUNE 19, 2001 - PCI-WEDECO Environmental Technologies (West Caldwell, New Jersey), North America's leading ozone system manufacturer, has been selected by the City of Dallas to supply an integrated oxygen-ozone generation system for its' Eastside Water Treatment Plant.

The project is unique in its scale. It will include nine (9) individual PCI-WEDECO Effizon ozone generators each capable of producing 4000 pounds per day (76 kilograms per hour) of ozone. The total ozone system capacity of 36,000 pounds per day (684 kilograms per hour) will be produced at high concentrations of more than 10% by weight using oxygen to maximum plant efficiency.

Upon commissioning in 2003, it will become the worlds largest ozone treatment system for potable water, capable of purifying up to 450 million gallons per day.

Ozone will play an increasing role in water treatment as municipalities continue to upgrade their systems to provide the highest water quality to their customers while avoiding chlorine and its potential by-products." The City will continue to benefit long after the plant is commissioned as a result of the lower operating and maintenance costs associated with this technology."

Ozone is a powerful oxidant, capable of easily oxidizing naturally occurring water contaminants that can adversely affect water quality. It is also an extremely efficient disinfectant, eliminating harmful bacteria, viruses and protozoa such as Cryptosporidium and Giardia to ensure safe drinking water for consumers. More and more plants are upgrading to ozone treatment as an environmentally sound alternative to chlorine, eliminating concerns over chlorinated by-product formation while producing crystal clear, odor free and microbiologically safe water that tastes great.
