WEF Announces
Environmental Management System Project for Water, Wastewater
Utilities
Program Seeks to Unify, Organize
Disparate Techniques to Improve Environmental Performance
(Alexandria,
Va.) -- Under a cooperative agreement with the U.S. Environmental
Protection Agency (EPA), the Water Environment Federation (WEF)
recently announced a new project to develop a comprehensive
Environmental Management System (EMS) for water and wastewater
utilities. The project will look at successful utility management
tools, identify barriers to the implementation of available
programs, and identify incentives for integrating these tools into a
comprehensive EMS.
Recommendations from the effort,
formally titled "Development of Comprehensive Environmental
Management Systems Guidance For Public Utilities - Phase I,"
will be used in a second phase, possibly to develop a guidance
document for utilities.
Current utility management programs
and techniques are disconnected from one another and widespread
adoption has been slow. This project will examine the feasibility of
developing a comprehensive EMS to enable utilities to identify and
efficiently manage its capital assets, address a range of
environmental impacts, and focus on improving environmental
performance beyond levels required by regulations - all through an
open process that addresses the needs of communities, regulators,
and other stakeholders.
"I am very excited about this
comprehensive EMS project," said Stephen Graef, chair of WEF's
Utility Management Committee. "It will provide a practical EMS
template for all utility business categories - a utility-wide
approach that takes the best management programs out there and
integrates them into an overall EMS framework."
The Association of Metropolitan
Sewerage Agencies (AMSA) will partner with WEF and EPA on this
project. A workgroup, comprised of WEF and AMSA members, as well as
other key stakeholders including EPA, will have its initial meeting
at WEFTEC 2001, the Federation's annual meeting and exhibition being
held in Atlanta, Ga. this October. A project web page, hosted on the
WEF web site ( http://www.wef.org/
) and linked to the AMSA site, is planned to provide information and
promote dialogue.

Contract Awards for the First
Large-Scale Ozone and Ultraviolet "Multi-barrier"
Treatment Plant in North America
Duesseldorf, Germany - WEDECO AG
Water Technology announced today that its' U.S. subsidiary was
recently awarded a contract for North America's first large-scale UV
disinfection system for "multi-barrier" disinfection of
potable water from the Weber Basin Water Conservancy District, Utah.
The contract was awarded as part of an upgrade to the 46 million
gallon per day (MGD) (7,254 cubic meters per hour) drinking water
treatment plant Weber Basin 3. The process upgrade, engineered by
Carollo Engineers (Boise, Idaho) includes for an ozone oxidation
treatment stage followed by disinfection with ultraviolet light. The
general constructor is Alder Construction (Salt Lake City, Utah).
Under
the terms of the contract WEDECO-Ideal Horizons, Inc. (Poultney,
Vermont) will manufacture and deliver four (4) of WEDECO's
proprietary K Series ultraviolet disinfection units. Weber Basin 3
will represent the first large-scale potable water system in North
America to employ WEDECO's advanced low pressure-high intensity
ultraviolet lamp technology, used extensively throughout Europe for
drinking water disinfection.
For drinking water applications,
operational redundancy and independent verification of performance
are important aspects in the design of any treatment plant. For
Weber Basin, three of the UV units operating in parallel will be
able to disinfect the entire 46 MGD plant treatment capacity. The
fourth unit will remain on "stand-by". Prior to
installation, the reactors will be certified by a third party
testing center to ensure that they meet or exceed the plant's design
UV dose criteria of 40 mJ/cm2 (millijoules per square centimeter).
This dose was selected by Carollo to ensure effective disinfection
at the plant's design conditions. The UV system will be able to
provide a greater than 4 log (99.99%) inactivation of human
pathogens including bacteria and viruses as well as dangerous
protozoa. The system is scheduled to become operational in summer
2003; installation work will start in winter 2003.
The ozone system to be installed as
part of the upgrade will provide pre-treatment of the water prior to
UV disinfection. It will deliver up to 1200 pounds per day (PPD) (23
kilograms per hour) of ozone to reduce, taste, and odor in the
water as well as provide some disinfection assistance to the
ultraviolet system. It is to be manufactured and supplied by
PCI-WEDECO Environmental Technologies, Inc. (West Caldwell, New
Jersey), a member of WBL Holding Group, world largest ozone system
manufacturer. PCI-WEDECO is a subsidiary of WBL Holding (Duesseldorf,
Germany).

Aluminum Cover
Novel System Used to
Install Aluminum Cover Over Large Water Reservoir
The Columbian Park Water Reservoir in
Lafayette, IN now has an all-aluminum truss-vault roof to cover the
drinking water it stores, and which must be protected from
contamination and other environmental intrusions. The reservoir
provides storage of the treated drinking water that is distributed
to the surrounding community.
Direct
sunlight impinging on the stored water is one of the problems. It
breaks down the contained chlorine, added in the treatment process
to keep the finished product algae-free. Also, the water must be
protected from vandalism and park animals and birds. Until recently,
the reservoir had been protected by a floating cover made of a
polyethylene fabric that had to be replaced approximately every 15
years at considerable expense. Additionally, the cover had to be
cleaned on a regular basis, which meant that this costly maintenance
task was an annual line item in the budget.
When it was time to replace the last
floating cover recently, management decided to seek out and
investigate more economical and practical options. The bid process
began by issuing a list of requirements: The new cover had to be a
clear-span design, since it would not be possible to build supports
into the reservoir. It had to be corrosive-resistant to the contents
and the environment.
"One of the most important
requirements was that the new cover be made from either aluminum or
stainless steel," according to Charles Barker of Hawkins
Environmental, the engineering firm selected to assist in the
project. He explained that the chlorine in the finished water is
corrosive to almost every other building material. Finally, it had
to be as maintenance-free as possible to hold down costs.
Temcor, a Carson, CA company, which
has constructed numerous aluminum covers for water and wastewater
facilities, was awarded the contract to design and build the
structure over the 42,000 sq.-ft. Lafayette reservoir. It would be
the largest clear-span aluminum water storage cover in the U.S.,
almost an acre in size. The clear-span roof would be resistant to
moisture and corrosion, and require minimal maintenance for many
years.
The entire cover was completed in 10
weeks, with an average daily crew size of just seven people. This
truss roof vault is one design in the company’s line of aluminum
dome and non-circular tank cover systems that have been installed in
more than 4,000 locations around the world. Completed, the cover has
a low profile and has met with approval from local residents. Barker
said that the roof has been “very well received by the
locals." The reservoir is in a very public area of the city,
and aesthetics were an important consideration in the design. As a
result, the City of Lafayette now has an attractive water reservoir
cover that provides maximum protection for the contents and which
requires minimal maintenance.

Account Specialist will be located in our National Accounts Sales
and Service (NASS) office in Lombard, IL. This individual will be

and vendors. Other duties will include managing the database of
third party contractors/relationships, printing manifests, drum
labels, and all other documentation relating to the Department of
Transportation or other governmental requirements. In addition, this
person would also provide back up office support.
DUTIES/RESPONSIBILITIES: Gather
information from national and field locations to maintain a database
of contacts for third party relationships; Manage purchase orders
and invoice administration for services subcontracted through third
party companies; Provide support to the industrial customer service
organization for the printing of hazardous waste manifests and
labels; Assist in gathering pricing information for bids and
proposals.
REQUIREMENTS: An Associates Degree in
Business/Science preferred. Two years of experience in an
Environmental, Waste, or related industry is also required. The
ability to read, analyze, and interpret general business related
journals, governmental regulations, and procedure manuals is
essential. One must be able to present information and respond to
questions from groups of managers, clients, and vendors with ease.
Exceptional math skills are also required, thus being able to
calculate discounts, interest, commission, and mark-ups with ease. A
high-level understanding of Word, Excel, and Access environments is
needed. Excellent organizational skills, along with concise written
and verbal communication would also be required.
