Bush's Withdrawal of Arsenic Rule May Fly in Face of Consumers
------------------------------------------------------------

Nearly 50% of Americans Believe Federal Laws Regulating Drinking
Water Aren't Strict Enough, New Water Quality Association Survey
Finds

LISLE, Ill., March 22 /PRNewswire/ -- Yesterday, the Bush 
administration rescinded the EPA's new 10 ppb arsenic limit in
drinking water -- itself an 80% reduction from the previous 
50 ppb standard. This decision comes in spite of the fact that,
according to the 2001 National Water Quality Consumer Survey
(a biennial report sponsored by the Water Quality Association),
49 percent of Americans believe federal drinking water laws are
not strict enough (up from 40 percent in 1999) and more than 
60 percent of adults interviewed would pay more on their utility
bills or on home water treatment to reduce arsenic if it was 
found to contaminate their water. (The new WQA survey was 
conducted in February, 2001.)

"Arsenic is a known carcinogen. As such, the maximum 
contaminant level goal -- that is, the level at which no health
risk is known to occur -- is zero. Yet, the EPA, after l0 
years of debate, is letting a maximum contaminant level of 
50 ppb stand in order to weigh the costs of industrial and
utility compliance against human health risks," said Carlyn
Meyer, Water Quality Association Public Affairs Director. 
"Research shows that consumers want more -- not less -- 
protection against drinking water contaminants," Meyer added.

The new arsenic rule was intended to update an arsenic 
standard that has been in effect for nearly 60 years. The
1996 Safe Drinking Water Act (passed by a large bi-partisan
majority in Congress) mandated that the EPA set new arsenic
rules for drinking water by June, 2001. The EPA's new 
standards had followed a 1999 National Academy of Sciences 
report which found arsenic in drinking water can cause bladder,
lung and skin cancer and might cause kidney and liver cancer.

"The debate concerning the cost to remove arsenic from our 
drinking water is ill-founded. No one should have to fear 
arsenic contamination because the cost of treatment is too 
expensive," said Joseph Harrison, P.E., WQA Technical Director
and former director of the EPA's Office of Drinking Water and
Groundwater (Region V). "The fact is -- certain home water 
treatment technologies are effective, efficient and economical
for reducing arsenic to near zero. That fact is widely known 
within and outside the EPA," Harrison said. In fact, WQA is 
working with utilities to develop low-cost treatment options 
for small community systems -- those most affected by arsenic
contamination. "The public shouldn't have to trade its health
and welfare for dollars and cents," he added.

Congressman Congratulates OMI on Quality Award

GREENWOOD VILLAGE, Colo., March 23 /PRNewswire/ -- U.S. 
Representative Tom Tancredo (R-CO) congratulated Operations

Malcolm Baldrige National Quality Award during a ceremony
held today at OMI's headquarters. Tancredo presented OMI 
President Don S.Evans with a copy of the Congressional Record
remarks he made in January.

this year in the service category and the first Colorado company
to win the prestigious award. President Bush will present the
award at a Washington ceremony April 6.

Winning the Baldrige Award rewards the deserving employees of 
OMI for two decades of providing superior utility management 
services," says Tancredo. "To win such a prestigious award, 
OMI has proven that its emphasis on quality is evident in
its work."

Named after a former Secretary of Commerce, the Baldrige Award
is an annual award that recognizes U.S. companies for 
performance excellence. It is the highest-level quality award
given in the United States. The Baldrige Award evaluates 
businesses on seven performance excellence criteria: leadership,
strategic planning, customer and market focus, information and
analysis, human resource focus, process management, and 
performance and business results. OMI uses that criteria as a
cornerstone for its Obsessed With Quality process.

Wood Street Interceptor Wins CWEA's Achievement Award
------------------------------------------------------------

East Bay Municipal Utility District (EBMUD) accepted the 
Engineering Achievement Award from the California Water 
Environment Association for the Wood Street Interceptor - 
Phase I. This pipeline rehabilitation project utilized the
Linabond Structural Polymer Pipeline Co-Lining System.

The scope included lining 270 degrees of a 105-in. pipe for
a distance of 2300 feet, without bypassing the flow of 
wastewater. The contractor, J.R. Pipeline Company, Inc. 
located in Perris, CA, coordinated the successful installation
of the project, including sub-contracting the surface
preparation to Dave MacNeil at Mac & Mac Industrial Services
Ltd. (Surrey, British Columbia).

The contract allowed for 520 days, but the co-lining was 
completed in less than 40 nights. From start to finish, the
entire project was completed in a few months. With just 
two projects completed, J.R. Pipeline and Mac & Mac has 
gained the reputation as the fastest, most efficient 
installation team of the Linabond Structural Polymer 
Pipeline Co-Lining System.

Although many parties contributed to the success of the 
project, Elsabeth Girma of EBMUD, coordinated Oakland's 
dedication to current trenchless technology. She was 
integral in the specification development, pre-installation
planning, project management and final approval. She
worked hand-in-hand with the consulting engineers, the 
consulting project managers and the contractor to insure
the success of the Wood Street installation.

Developed more than a decade ago, the Linabond Structural
Polymer Pipeline Co-Lining System extracts the maximum amount
of strength and value from the existing pipe by creating a
broad load transfer with strong, corrosion-proof materials.
The existing pipe is salvaged and used as a component in the
new composite structure. Pipelines can be structurally 
rehabilitated at a rate of a lineal foot per minute, with
little disturbance to the surrounding community. No 
bypassing required. Linabond is fast, convenient and cost
effective.

Largest Membrane Plant Design-Build
------------------------------------------------------------

Black & Veatch is leading a joint venture with Dillingham 
Construction to design and build a $30 million, 20 million 
gal/day (mgd) water treatment plant using membrane technology
for California Water Company of San Jose, a private water 
company serving cities in California, Washington, and New Mexico.

When completed in 2003, this facility will provide drinking
water for northeast Bakersfield, CA, and parts of Kern County.
It will also be the largest membrane water treatment plant on
the west coast of the United States.

Competitive cost, reduced space requirements, reliable operation
with less operator attention, and higher quality water, 
especially with respect to removal of microbes, such as Giardia
and Cryptosporidium, are the advantages of membrane filtration
compared to conventional media.

A highly unusual aspect of this design-build project is that
construction will be done by the "open book" method, which 
gives a cost-saving incentive to all parties. The joint venture
partners provide to the owner a Guaranteed Maximum Price (GMP).
If actual costs of purchased equipment and subcontracts are 
lower than the GMP, the savings are shared between the 
design-build team and the owner.
