Florida Water Wastewater Treatment Plant Wins Top Honors
------------------------------------------------------------

ORLANDO, Fla., May 17 /PRNewswire/ -- A Florida Water Services
Corporation wastewater treatment facility in Lehigh Acres, Fla.,
just outside of Fort Myers, has won the state's top award for
operational excellence. The Earl B. Phelps Award was presented
by the Florida Water Environment Association and given to the
plant, which was the first in Florida to use a new state-of-the-
art technology called ZeeWeed.

The process filters wastewater through a membrane with pores
that are 1/100 the size of a human hair, without the use of any
chemicals.

Unlike the conventional system of pushing sewage through filters,
the ZeeWeed technology uses low vacuum. Eight-foot-high racks
containing more than 1,000 spaghetti-like membranes are dropped
into a sludge tank. The vacuum pulls wastewater through the
membranes, which remove contaminants. The water is then
reclaimed for irrigation of the Admiral Lehigh Golf Course.

The award, the most recognized award in Florida in the field
of wastewater treatment, was given to the facility and its lead
operator, Beverly Stephenson, after a record-keeping review and
an on-site inspection.

Florida Water Services (http://www.florida-water.com), a wholly
owned subsidiary of ALLETE (NYSE: ALE)(http://www.allete.com),
has more than 30 years' experience serving Florida citizens and
communities, providing the treatment and distribution of drinking
water and the treatment of wastewater. More than 500,000
Floridians in 27 Florida counties rely on Florida Water Services.

Florida Water's parent company, ALLETE Water Services, is also
the holding company for Heater Utilities, North Carolina's largest
investor-owned water and wastewater company; Georgia Water Services;
U.S. Maintenance and Management; Instrumentation Services Inc.;
and Americas' Water Services Corporation.

ALLETE is a multi-services company with corporate headquarters
in Duluth, Minn. Holdings include the second largest wholesale
automobile auction network in North America; the leading provider
of independent auto dealer inventory financing; the largest
investor-owned water utilities in Florida and North Carolina;
significant real estate holdings in Florida; and a low-cost
electric utility that serves some of the largest industrial
customers in the United States.

Washington Group to Construct WW Facilities in Southern Egypt
------------------------------------------------------------

BOISE, Idaho--(BUSINESS WIRE)--May 22, 2001--Washington Group

of award of a $43 million contract to construct a wastewater
collection and treatment system in the southern Egyptian city
of Luxor.

The project will be completed by a Washington Group-sponsored
and -led joint venture.

The contract was awarded by the Egyptian National Organization
for Potable Water and Sanitary Drainage (NOPWASD) and is funded
by the United States Agency for International Development

"Washington Group is gratified to add yet another project to

The Luxor project has three major aspects -- construction of
47 kilometers of sewer and force main lines, construction of

Web Site Offers Blackout Survival Guide for Water Utilities
------------------------------------------------------------

SACRAMENTO, Calif.--(BUSINESS WIRE)--May 18, 2001--Water and
wastewater utilities have a new resource to help them prepare
for rolling blackouts this summer. The Association of California
Water Agencies' Web site (www.acwanet.com) offers a
comprehensive guide for water suppliers and wastewater utilities
to minimize problems when rotating outages occur.

Water and wastewater utilities require large amounts of power
to pump, treat and convey water through their systems. Blackouts
can trigger operational problems that jeopardize drinking
water quality, compromise fire safety and cause sewage backups
even after the power is restored.

A new section of ACWA's Web site suggests steps utilities can
take to get ready for outages, minimize disruptions and maintain
the integrity of their systems when the power goes off. The
section, "Facing California's Energy Challenge: A Guide to Water
and Wastewater Utilities," offers guidance for educating
customers and encouraging conservation, as well as for obtaining
grants and other financial assistance. Advice for working with
regulatory agencies and exchanging information with other
utilities also is featured.

The section is sponsored by ACWA in cooperation with California
Urban Water Agencies, the California Department of Water
Resources, California Water Association, California Municipal
Utilities Association, California Urban Water Conservation
Council, California Association of Sanitation Agencies, and
the California Department of Health Services.

Despite their role in providing essential public services,
water and wastewater utilities currently are not exempt from
rotating blackouts. Although most utilities have backup
generators, such systems are designed for limited use during
emergencies and are not capable of meeting a utility's needs
during a blackout. ACWA and its members are seeking an
exemption from rolling outages from the California Public
Utilities Commission.

ACWA is a statewide organization whose 440 public water
agencies are responsible for about 90% of the water delivered
in California.

Fergal needs info on pH analysis of digested and feed sludges:

Does anyone have information on the methodology of analyzing for
pH of digester feed sludge, digested sludge and sludge cake?
Ideally one would analyse the sample in situ but is there any
difference between a sample analysed 15 seconds after being
taken and one that has been taken back to the lab and analysed
say 1 hour later? Can you provide references for, specifically,
sludge pH methodologies please.

For solid or semi-solid samples (greater than approx. 2-3%
solids) one referenced method suggests a 1:2.5 ratio of sludge:
deionised water, shake for 60 mins then analyse. There is a
difference of about 1 pH unit between using this method and
analysing the semi-solid sludge directly. Direct analysis
(i.e. stick the probe into the viscous sludge) has the lower
reading. This method is used for soil pH analysis so I'm
assuming it'll work for solid and semi-solid sludges too.
Which is the truer reading? Any help out there, references,
methodologies?

Thanks.
Fergal

Tony needs help breaking blood/water emulsions:

I am trying to break a blood water emulsion. It is actually
more like a solution, however every coagulant that I have
tried seems to give me a pin floc, but doesn't seem to do
anything to the blood. I have had limited success with lowing
and raising the pH. I am trying to get a flo to float for a
DAF application.

Any help would be greatly appreciated!

Thanks
Tony
