Free : EPA Handbook for
Wastewater Organizations Released
Washington,
DC -- To help utilities better manage their water and
wastewater operations, EPA has developed the first
Environmental Management System (EMS) handbook along with a
steering committee of wastewater industry representatives
and other experts.
The EMS handbook describes a set
of management processes and procedures that allow a utility
to examine, control and reduce environmental impacts of its
facility operations. The handbook also describes how an EMS
can help utilities function with greater efficiency and
encourage environmental performance.
The handbook provides a
systematic approach for utility managers to improve
environmental performance, establish effective environmental
policies, comply with legal requirements and identify needed
resources such as training. This handbook contains
experiences and advice from utility managers who have
adopted and developed successful Environmental Management
Systems.
While several wastewater
utilities have successfully implemented such systems and
have seen significant benefits, until now there has not been
a comprehensive guide to help other utilities understand the
steps necessary to put an effective EMS in place. The
Handbook provides a step-by-step, user-friendly guide for
utilities to follow as they develop an EMS for their utility
operations.
The book also contains numerous
examples, tips and other important information that make the
EMS process understandable for utilities of all sizes. EPA
developed this handbook through a cooperative agreement with
the Global Environment and Technology Foundation in
coordination with a steering committee of wastewater
industry representatives and other experts.

California :
FuelCell Energy's Largest Fuel Cell Meets Emissions
Requirement
DANBURY,
CT -- FuelCell Energy, Inc. announced today that its
megawatt-class Direct FuelCell power plant is now
state-certified to meet the California Air Resources Board's
(CARB) stringent distributed generation emissions standards
for 2007. By meeting this standard, the Company's DFC1500
qualifies as an 'ultra-clean' technology, exempting it from
air pollution control and air quality district permitting
requirements by CARB.
In
addition, this certification qualifies the Company's
products for preferential rate treatment by the California
Public Utilities Commission (CPUC) including the elimination
of 'exit fees' and 'standby charges' for customer electric
generation.
"With
our sub-megawatt and megawatt-class DFC power plants now
certified as 'ultra-clean' in California, we have broadened
our product offering for commercial, industrial and
government applications in one of our key target markets,"
said Herbert T. Nock, Senior Vice President of Marketing and
Sales of FuelCell Energy. "We believe FuelCell Energy's
'ultra-clean' products fully support California's leadership
in achieving strict air quality standards for distributed
generation."
The
CPUC's Self Generation Incentive Program (SGIP) offers
subsidies of up to $4,500/kilowatt (kW) or 50 percent
(whichever is less) for fuel cell projects that utilize
renewable fuels, such as digester gas from wastewater
treatment facilities (Level 1), and up to $2,500/kW or 40
percent (whichever is less) for fuel cell projects on
natural gas (Level 2). The CPUC's SGIP is expected to
provide over $60 million per year for Level 1 and Level 2
projects and be in effect through 2007.
FuelCell Energy's first DFC1500 began operating at the King
County Wastewater Treatment Facility outside of Seattle,
Wash., in July 2004. It initially operated on natural gas
and recently switched over to anaerobic digester gas from
the wastewater treatment facility.
The
Company's 250-kW DFC300A power plant was certified under
CARB 2007 standards in May 2003. FuelCell Energy currently
has six DFC300A power plants installed in California.

ASCE :
EPA Engineer Receives National Award
Reston,
VA -- Steven C. McCutcheon, Ph.D., P.E., M.ASCE a senior
environmental engineer with the U.S. Environmental
Protection Agency's National Exposure Research Laboratory,
will be awarded the 2004 Government Civil Engineer of the
Year Award by the American Society of Civil Engineers
(ASCE). The award recognizes a distinguished civil engineer
employed in public service for his/her significant
contribution to the engineering profession.
McCutcheon has worked in federal research and development
for 18 years, and is a pioneer and internationally known
expert in the field of phytoremediation - using plants for
waste management - ecological engineering, water quality,
watershed hydrology, hydrodynamics, sediment transport,
toxic organic chemicals and metals cleanup, and
environmental planning. He is a national expert on erosion
and sediment control, and has authored, co-authored and
edited more than 225 articles, papers, books and reports,
including Water Quality Modeling, Vol. I, Hydrodynamics and
Transport for Water Quality Modeling and Phytoremediation:
Transformation and Control of Contaminants. McCutcheon
served as the editor of ASCE's Journal of Environmental
Engineering.
As
president-elect of ASCE's Georgia Section, McCutcheon has
served on many advisory boards including the Florida Bay
Science Oversight Panel, which advises non-government groups
and federal and state agencies on investigations to protect
the bay. McCutcheon speaks to school groups about ecological
engineering to encourage students to enter the engineering
and science fields, and has mentored several doctorate
engineering candidates.
McCutcheon has received many technical awards, including the
1999 EPA Science and Technology Achievement Award Level III,
and the Georgia Engineering Alliance's 2004 Engineer of the
Year in Government.
McCutcheon will be presented with his award at the CEO
Forum/Leadership and Management Luncheon being held during
ASCE's Annual Conference and Exposition on Friday, October
22, 2004.
Founded in 1852, ASCE represents more than 133,000 civil
engineers worldwide and is America's oldest national
engineering society. ASCE celebrated its 150th anniversary
in 2002.

I am happy for finding this site. It
looks so interesting and a good place for reach answers!
I need to know methods for controlling
wastewater treatment plants.....(In order to generate
improvement scenarios). I am working in one which operators
use only 30 min settle-ability method for control. I guess
it is so empirical... We need to establish a more technical
method.
Plant has a modern lab but, they don't
have records, any curves, log books are crazies. Can
anyone help me? I need your advice!

Mr. Young needs help
with "too soft" water:
I have an unusual request. I am hoping
some of you might have some experience in this line. I
have a client which is a manufacturing facility that uses an
automatic parts washer.
Ideally my client needs hardness at least
4 to 5 grains per gallon. Presently the water is 1 gpg and
ph is 6.8 no iron or manganese. I thought of running the
water through a calcite or corosex bed but this raises the
hardness only by about 1.
Can someone out there please give me some
advice or steer me to some material which I can use as a
media in a mineral tank.
